Penang’s history has always been linked to the sea; her earliest urban development was as a sea-trading port city. Colonial sections of George Town have tended to be adjacent to the sea, rivers or waterways of the state. These historical waterfront precincts, however, have atrophied through the centuries following the rise – and decline – of George Town since the city’s founding at the end of the 18th century.
