The MPSP manages it again – a fifth year with a budget surplus. This achievement is all the more commendable when compared to the deficits the council had in 2000-2007. On top of that, its revenues are increasing.
A year ago, I wrote in this magazine that a budget is a moral document. It is not just an announcement of the latest goodies. It reflects the priorities of the government in running a country or a state. It is policy in monetary terms – how much to give to whom and what.
On October 5, Maimunah Mohd Sharif tabled her second budget as president of the MPSP to a full council meeting. Last year we discussed the MPSP 2012 budget as one of "financial deficits with social gains". For 2013, the MPSP projects another deficit budget.
