It is undeniable that municipal councils of each state play crucial roles in providing comfortable living conditions for the people within its boundaries. Homeowners pay assessment tax every year in exchange for a better waste disposal system and cleaner living environment; car users pay parking fees to occupy the space conveniently for running errands in banks, eateries and shop lots; and hawkers pay rentals for occupying a space to conduct their businesses at markets.
While all these activities provide conveniences for each segment of society, they also generate income for the municipal councils in Penang.
