MPSP 2012: A Good Deficit Budget

The 2012 budget of the Seberang Perai Municipal Council (MPSP) is a landmark in many ways. It is a deficit budget, but there are good reasons for that.

In our country, if there is any attention at all paid to government budgets, they are mostly focused on the annual budget of the federal government which the Prime Minister traditionally tables in the third Parliamentary sitting of the year.

State government budgets do garner some public interest. Local government budgets, on the other hand, tend to go unnoticed.

Someone once said that government budgets are politics condensed. A budget actualises policies by moving resources into areas the government deems important. Thus, it is not too much to say that a budget is essentially a moral document because where one’s treasure is, that’s where one’s heart is as well.
